Bhubaneswar, February 19: Odisha has registered a robust economic growth rate of 7.9 percent in the financial year 2025–26, surpassing the national average of 7.4 percent, according to the Economic Survey tabled in the State Assembly today.
As per the report, the State’s real economic growth is projected at 7.9 per cent in 2025–26, higher than its own growth of 7.2 per cent in 2024–25 and above the national average of 7.4 per cent, indicating broad-based expansion across sectors.
The State’s economy is on course to reach the Rs 10 lakh crore mark, with its Gross State Domestic Product (GSDP) estimated at Rs 9.9 lakh crore in FY 2025–26, reflecting a year-on-year growth of 9.5 per cent, it said.
All sectors have shown robust growth rates in 2025-26, and the state is poised for rapid expansion in the years ahead as private and public investment are increasing in the State.
The agriculture and allied sector contribute 19.6% to the State economy in 2025-26 which is higher than All India level of 16.8 per cent.
Agriculture and allied sectors have registered a robust growth rate of 5.3 per cent in 2025-26 against 3.1 per cent at All India level. Agriculture sector in Odisha is growing on an average higher than India.
Foodgrains production in Odisha has reached a record high of 150.5 lakh metric tonnes (MT) in 2024-25 from 143.04 lakh MT in 2023-24, reflecting 5.2 per cent growth rate.
Rice production in the FY 2024-25 stood at 118.6 lakh MT, growing at 2.8 per cent since 2023-24. The increase in rice production was supported by various programmes such as Samrudha Krushak Yojana, CM-Kisan, higher MSP and input subsidy among others, as per the ES Report.
The Per Capita Income of Odisha rose by 9.2 per cent to reach Rs 1,86,761 in 2025-26 while per capita income at All India level has gone up by 6.9%. Odisha’s rapid growth is translating into faster convergence of per capita income with national level, it said.
Labour Force Participation Rate (LFPR) and female LFPR is increasing in the State. Overall LFPR (for age 15+) in the State has increased from 58.1% in 2022 to 64.5 per cent in 2024 as against an all India average of 59.6% in 2024.
Female labour force participation rate (for age 15+) in Odisha has also increased from 37.6% in 2022 to 48.7% in 2024 as against all India average of 40.3% in the year 2024.
Odisha is the 4th largest fish producer in the country. In 2024-25, fish production rose 6.1 per cent over the previous year to reach 11.92 lakh MT.
Odisha is the third largest marine exporter in the country. The marine shrimp export increased from Rs 3,243.9 crore in 2019- 20 to Rs 4,708.1 crore in 2024-25.
State’s services sector accounted for 39.1 percent of the GSVA in 2025-26. The sector is projected to grow by 9.3 per cent in 2025-26 (AE) at constant prices.
The survey highlighted the government’s focus on emerging areas such as artificial intelligence, semiconductor manufacturing and global capability centres to strengthen the State’s position as a digital economy hub.
The Financial Services is expected to witness 11.9 per cent growth in 2025- 26 driven by increased penetration of banking, insurance, and fintech solutions supporting Odisha’s inclusive financial sector ecosystem.
Infrastructure development further supported growth prospects. The State increased its irrigation potential to 74.2 lakh hectares, expanded its rail network to 3,243 km and improved air connectivity to 30 cities.
Port capacity has also been enhanced, with Paradip port accounting for nearly 18 % of the country’s total cargo handling.
Railway passengers from Odisha recorded significant growth since COVID. Railway passenger numbers from the State have increased by a CAGR of 39.5 per cent between 2021-22 and 2024-25 to reach 935 lakh in 2024-25.
Similarly, the aviation sector in Odisha has expanded significantly in recent years with establishment of new airports, air routes, and increased investment. The State has five operational airports (one international and four domestic).
The number of Indian cities connected through direct flights has increased to 30 in 2024-25 from 18 in 2021-22.
In 2024-25, the number of flights operating from the state increased by more than 1,200 flights, indicating growth in air travel demand.
In 2025, the State Government launched Building and Management of Aviation Assets and Network (B-MAAN) with provision of ₹4,182 crore for a period of five years (2025-30) to further improve the aviation ecosystem in the State.
The survey noted that Odisha has maintained strong fiscal discipline, with its debt-to-GSDP ratio at 13.6 per cent, well below the 25 per cent limit. Capital expenditure rose to 6.6 per cent of GSDP, the highest among the major States.
